SCOA was established in 1950 as a New Jersey organization for high school and college soccer officials. When high school and college soccer officiating were separated into distinct organizations regulated by different state sanctioning bodies, SCOA retained its name and chose to focus on high school soccer.

Thirteen individuals comprise the founding members of the Association.
